Jack was giving up because someone had tried to change his timeline. Someone who would have encouraged him the first time had maybe been removed, or something had been changed. If he hadn't joined the time agency he would never have met the Doctor at all. I'm sure there's some Time Lord-ish reason Ten couldn't fix it himself *grin*
