lol. it was either Romana or the Rani, and I didn't think the latter would have been in a position to order the Council around.
The Doctor may have a concern or two, but I think Jack can probably talk him round :-))
Jackie and the Master locked in a room together, they would end up getting together to gang up on the Doctor, and the world would end, lol.
