I think that if there is anyone on the Torchwood team who is truly psychic, it's Gwen.

I do think though that Jack is intelligent, perceptive, and good at non-verbal communication. He knew what Janet was thinking and what was about to happen. I think Janet looked to him as her packleader. (I'm making an analogy here, not an assumption about Weevil culture.)
